Mandate: "To provide efficient operational structures, systems and standards for improved performance and productivity of Government Institutions".

The Department achieves this mandate by developing, reviewing and setting standard guidelines for management and operational structures and systems of Government Institutions; to facilitate increased productivity, improved performance and ultimately improved service delivery in the Public Service.

Mission: “To facilitate the achievement of an efficient Public Service through improved management and operational structures, systems, Standards, Applied Research and Productivity Studies”

The main objective is to support Government organisations in achieving their strategic goals, through effective organisational planning, staffing, and establishment control.

(i)      optimize service delivery processes,

(ii)     improve efficiency in organisations by removing redundancies, duplications and overlaps,

(iii)    Control and manage the size of the service.

(iv)     enhance customer satisfaction by focusing on citizen centric strategies, and

(v)     Undertake applies research to generate and implement innovative.

The Department is headed by a Commissioner; who is responsible for providing strategic leadership for the management and administration of the Department. The Department comprise of the following Divisions:

1.    Division of Organizational Design and Development

2.    Division of Systems Review and Re-engineering

3.    Division of Public Service Reforms and Applied Research


1.    Initiating, developing and implementing plans, policies, and strategies for Institutional architecture, operational systems and standards in the public service;

2.    Identifying duplications, overlaps, wastes and regularly undertake structural reviews;

3.    Conducting corporate reviews on mission, objectives, mandates, systems and procedures and propose amendments for improvement;

4.    Studying and developing management and operational systems that support efficient public service delivery;

5.    Conducting staff reviews and strengthen organizational structures to enhance efficiency and productivity in the Public Service;

6.    Formulating operational standards and criteria for staff management and career progression through development and review of JDs and Schemes of Service;

7.    Identifying services for divesture and proper management;

8.    Developing and maintaining an updated information system relating to staff in the Public Service;

9.    Providing technical/consultancy services on structures, systems and procedures to Local Governments and Central Government;

10. Conducting work measurement and method study for enhanced productivity in the public service;

11. Providing technical support and supervisory services to MDAs and LGs in the re-engineering of Institutional business processes;
